Fuel Tank Replacement Project

All bids for the Fuel Tank Replacement Project must be delivered to the East Bay Dischargers Authority, 2651 Grant Avenue, San Lorenzo, California 94580 before 2:00 pm (PT), on August 25, 2017.  Bids will be opened and read publicly at that time.  Bids must be made on the bid forms included in the bid package.

Notice is hereby given in accordance with California Public Contract Code Section 6610 of a mandatory site visit prior to scheduled bid opening.  To schedule a site visit contact David Stoops at (510) 278-5910 or email dastoops@ebda.org. Bids submitted by entities that have not attended a site visit as listed on the roster will be returned unopened.

The project contractor shall furnish all tools, equipment, apparatus, facilities, labor and material necessary to perform and complete in a good and workmanlike manner the construction of the 8,000-gallon Above Ground Fuel Storage Tank project as shown in the project technical specifications and plans and in accordance with the contract documents within 60 calendar days of the project commencement date specified in the notice to proceed for the project.

The project work is generally described as: The project consists of the ‘closure in place’ of two (2) 6,000-gallon single wall fiberglass diesel fuel storage tanks, removal of existing fuel, temporary diesel fuel storage system during project construction, the cleaning and removal of all containments from the existing tanks, sampling requirements as required, and construction of a concrete pad and the installation of a customer supplied 8,000-gallon ConVault.

All of the project work is to be done in accordance with the bid package on file at the Offices, East Bay Dischargers Authority, 2651 Grant Avenue, San Lorenzo, California, 94580. Requests for information on receiving bid packages should be directed to the Authority Office, Attention: David Stoops.  There will be a twenty-five ($25) non-refundable charge for each printed bid package.  Checks and money orders must be made payable to the East Bay Dischargers Authority.  Cash will not be accepted.  Bid packages will be mailed upon request and receipt of the non-refundable charge and the bidder’s UPS or FedEx account number.  Bid packages can be downloaded for free at the following website: www.ebda.org.  

The Engineer’s estimate is $59,000, less tank cleaning and required sampling.

A Class A California contractor’s license is required to bid on the project.

The Authority reserves the right to reject any and all bids and/or to waive any bid irregularities to the extent permitted by law.

All bids will remain valid for 90 days after the bid opening.  Except as permitted by law and subject to all applicable remedies, including forfeiture of bidder’s security, bidders may not withdraw their bid during the 90-day period after the bid opening.
